The legislation in Czech Republic and Slovak Republic states different legal requirements of the technology that must be met. However, both countries require multiple levels of permits and approvals necessary for installing and operating any technology, machinery or manufacturing equipment.

Construction Permit

At first, the documentation required for construction permit must be compiled and sent for approval to relevant institution. This results in building permit to start the construction and it is issued by either the construction office or IPPC.

Installation of RTDs

According to Decree (SK)508-2009, technical devices (electric, gass, pressure and lifting) are classified into three categories labeled as restricted technical devices (RTDs). Category A of the restricted technical devices are required by law to have their design documentation approved before installation. In order to ensure effectivity and minimise the time required to gain this approval, the documentation should be submitted to relevant authority (such as Slovak Technical Inspection) in an acceptable form. After the design documentation is approved by the TI, the installation permit is issued, allowing for the technology, machinery or equipment to be installed.

Comissioning

Before the commissioning of any new technology, an inspection certificate must be issued. This certificate can be delivered by specialised and legally authorised inspectors, such as Testing Service.

Operation

The operation permit is awarded by the same authority that issued the construction permit. It is based on complied documentation and the data from the inspections, testing and measuring made during the commissioning. All permits and approvals are checked at the final official inspection. If everything is in order, the authority then awards the permit for operation. Failure to award such permit often leads to postponing the start of the production.
